Job Title: Offshore Safety Advisor

Location: Nigeria
Division: Exploration & Production
Direction: Drilling & Wells – Technical Directorate
Position to Report: D&W Operations Safety Leader

Service Purpose

  • This Service is created as an additional resource to better deliver on the responsibilities and tasks of the Offshore Safety Advisor towards the HSEQ objectives of the D&W entities base and on-site activities; and to ensure continuity when the OSL is unavoidably absent.

  • Promote the HSE and Quality culture in the Drilling & Wells entity to achieve the HSEQ objectives.

  • Actively participate in leading Company safety awareness and initiative schemes.

Activities

  • Participate in Rig / Service Contractor HSEQ-MS Audits at prescribed locations (Port Harcourt, Onne, rigs, etc) and other visits to contractor’s premises.
  • Ensure timely entry of all incidents and associated actions, DGS and other HSE events into the company SYNERGI database.
  • Participate in JRA of non-routine tasks and ensure approved JSA is provided to site HSE personnel for implementation.
  • Participate in Contractors’ SQM Meetings and follow up on timely close out of HSEQ issues identified.
  • Follow-up HSEQ actions closure arising from D&W activities including rig / rigless operation anomaly cards, action trackers.
  • Participate in D&W HSE committee meetings, operation site visits and quarterly Site HSE Committee Meetings; and utilize the forum to update, discuss, and give feedback on incidents.
  • Ensure the minutes of meetings are generated and distributed as appropriate.
  • Ensure HSEQ Objectives & Plan are benchmarked monthly and that KPI’s are in place and communicated.
  • Participate in hazard identification and enhance ways & means of identifying hazards and controlling risks in Downgraded Situations and/or SIMOPS.
  • Promote among D&W personnel and contractors: safety at work, Service Risk Assessments, PTW implementation, Emergency Drills, anomaly reporting, STOP Work Authority; Golden Rules, MAESTRO Principles, Zero Fatality Program, etc; and provide support for safe execution of D&W operations.
  • Ensure HSE induction is conducted for new personnel joining D&W and contractor personnel before site mobilization.
  • Ensure the Rig Dossier is kept up to date.
  • Drive awareness among COMPANY rig supervisory staff on the MEDEVAC / MEDERESCUE Plan, BOCP, Blow Out Contingency Plan; OSCP.
  • Follow up with HSEQ Training Matrix for D&W personnel including RSES/RSES-D and drive the update on HSEPass.
  • Participate in Site pre-SIMPOS meetings and follow up on open action items for close out.
  • Assist to prepare HSEQ Bridging documents and SIMOPS Dossier and obtain necessary approvals prior to site mobilization.
  • Prepare HSE slide presentations as required by the Drilling team.
  • Assist with BOCP drills preparation and organization; manage the recording of the minutes OF the BOCP drills.
  • Participate in blow out emergency drills.
  • Ensure that HSE training are implemented and that the Rig safety induction is done properly.
  • Follow up on the training matrix of the Rig Contractor and service contractor personnel; and ensure compliance with competency and certification requirements.
  • Ensure incident and anomalies are reported and analysed; ensuring that HSE statistics (TRIR, LTIF, etc) are documented for all D&W operations.
  • Ensure that all Stop / Anomaly reporting are analyzed for trends and subsequent actions identified.
  • Participate in Cause Tree Analysis (CTA) as per company rules (LTI; AS ≥ 3; PS ≥ 4) and incident Investigation as required.
  • Issue the HSE weekly, monthly and yearly HSE performance reports on the Drilling & Wells Entity HSEQ Activities.
  • Follow up on the validity of the CMS documents of D&W.

Context and Environment

  • Deepwater environment with high-cost exposure (up to 1.0 MUSD day rate.
  • Advise and assist the entire D&W on matters of safe program execution.

Job Title: Operations Safety Leader, Services

Location: Port Harcourt, Rivers

Service Objectives

  • Ensures proper implementation of the Company HSE Policies, DGEP HSE rules and contractors’ compliance with the HSE clauses from relevant contracts;
  • Investigates and analyzes all incidents and accidents, prepares cause tree analysis, compiles reports. Follows up on corrective actions to ensure completion and compliance;
  • Promotes safe and responsible work culture with the Company logistics and contractor personnel;
  • Participate to the Board of Enquiry (BOE) in case of a fatal accident or any other major incidents
  • Reviews logistics contractors’ HSE Management Systems, identifies gaps that require bridging with the Company’s HSE MS systems, prepares, issues and updates the bridging documents;
  • Conducts regular audits of contractors’ facilities (bases, heliports, vessels, etc.) in cooperation with Aviation and Marine specialists;
  • Schedules HSE training sessions for the JV Technical Logistics personnel;
  • Maintains all HSE records, statistics and KPIs to ensure accurate reporting: recording of all incidents, accidents, safety observations, using the Company’s systems and databases (ex. Synergi, Enablon, etc.);
  • Prepares departmental monthly HSE reports and any other ad-hoc reports as requested by the management;
  • Supports all Company Safety Initiatives and organizes HSE campaigns for logistics contractors;
  • Ensure that contractor’s Anomaly reporting system is in place on site and that cards are reported and analyzed for trends and subsequent actions identified
  • Organizes and chairs special HSE events: departmental HSE committees, HSE Forums, etc.

  • All recordable incidents and accidents are entered in the Company reporting systems, cases investigated, corrective actions defined, implemented and closed out;

Qualifications

  • Bachelor or Master’s Degree in an HSE or Engineering discipline.

Job Title: Senior Contract Engineer

Location: Lagos
Status: Contract – Resident

Service Purpose
H3SE Rules:

  • Be in constant alignment with H3SE provisions of Company. Align with Procedures, Instructions, and applicable legislation.
  • Take the necessary measures to avert immediate threat of danger, exercising caution as necessary to avoid danger to persons and installations or avoid pollution
  • Participate actively in H3SE meetings, training sessions and drills and co-operate actively in the execution of H3SE plans.
  • Ensure that the corporate HSE provisions in Contract documents are well adapted for operations.
  • Continuously hold a valid Annual Medical Certificate.

Contracts & Corporate Compliance:

  • Ensure that statutory compliance parameters are followed in Contract awards and in managing Contractors to avoid corporate breaches in this respect.

Process and Communication Governance:

  • Work closely with the DUETS-counterpart to create a seamless workflow process that ensures timely delivery of contractual dossiers and associated documents.
  • Consistently drive for alignment of the Duets to Contracts & Procurement Procedures & Principles.
  • Develop a clearly defined Responsibility Matrix with Validation of Contracts Strategy, Technical Evaluation of bids, Negotiation and Analysis of Commercial bids, Recommendations to Award mechanisms, Contracts and Procurement Strategic Committee (CPSC), etc.
  • Robust interface with TGP CATMAN network to ensure 360-degree market and operational information flow and obtain requisite CATBOARD and other approval where applicable.
  • Manage and or escalate strategic contractual issues as may arise
  • Drive for Service Quality Meetings (SQMs) and Triplet Meetings and ensure that the expected feedback and benefits of such processes are optimized.

  • Ensure Service Line Agreements of company are followed.
  • Raise POS for evert work segment from Outline Agreements created in SAP.
  • Continuous management of C&P Business Tools including UNISUP, CONTIKI, ARIBA & NIPEX
  • Contacts and Interfaces: Foreign and Local Manufacturers/Suppliers, other subsidiaries, User Departments,
  • Various Government Ministries and Agencies, Banks, Scanning Companies, other third parties.
  • Asset Dimensions: OML 130, OML 58, OML 99; 100, 102

Context and Environment

  • Continuous high turnover of contractual documents for Drilling and wells Operations for both Offshore and Onshore assets.
  • The job is carried out in a context of increasing bureaucratic environment and community constraints and with a stricter application of Nigerian Content regulations.
  • Main setback is the very long tendering process for most NAPIMS tender that allows local content and JV partner full involvement.
  • Increasing number of Vendors requiring development in matters of HSE and Quality Assessment.

Qualifications

  • A Degree in Engineering, Management or Social Sciences (preferably Supply Chain)
  • Membership of relevant professional bodies in the Supply Chain and in Operational functions will be an added advantage.
  • Up to 5 – 8 years’ experience in oil well construction activities of which 3 should be in contract administration.
  • Demonstrable general knowledge and understanding of commercial, legal and insurance issues affecting the company in general.
  • Good command of English language and excellent communication skills.

Service Purpose
This Service is created to achieve the following objectives:

  • Provide SITE supervision on HSE, QA/QC, materials logistics and subsea technical support to the subsea team in direct contact as focal point towards SPS contractors
  • Guarantee personnel and equipment availability and mobilization offshore to the rig & OIMR/ LWI vessels, minimal NPTs during operations and no HSE incidents
  • Ensure that all operational requirements are proactively managed.

Service Dimensions

  • This role ensures personal and team commitment and compliance to Company policies, standards, codes of conduct, and HSE requirements.
  • Provides technical follow up support to the offshore operations & onshore service base subsea team & SPS contractors mainly ONESUBSEA, TechnipFMC, Exprotech and other key sub-contractors such as (Diamould, Fugro-impROV, OAL) including providing validation for subsea/workover operations ensuring the well delivery targets are met.
  • Two direct reports (QA/QC & Materials logistics supervisors) and interfaces with other members of the subsea team and onshore service base personnel
  • 8 to 10 Deepwater wells typically delivered per annum
  • Works with and across other departments and assets (HSE, FOPS, ECP, HQ, C&P, finance, logistics, etc.).

HSE:

  • Demonstrates personal commitment to Company EP’s HSE Policy.

Service Content:

  • Lead and coordinate Company team in Contractor base ONNE to achieve COMPANY objectives.
  • Interface with Contractor base representative(s) to clarify Company operational and scheduling priorities, to coordinate Contractor execution of Inspection, Maintenance and Repair activities, and drive delivery of subsea equipment and services.
  • Interface with various DW Technical entities (Drilling & Wells, FOPS, ECP) to advise status of subsea equipment, materials and services; progress of base activities; and remain updated of the various entities’ operational schedules and requirements.
  • Support to Subsea Engineering of the various DW Technical entities for operational support, technical investigations, clarifications, and optimization initiatives.
  • Support to focal operational points for DW Technical entities (e.g., Drilling & Wells Superintendent, Offshore Operations Superintendent (ECP) etc) to execute mobilization of required OSS equipment and services for their operations.
  • Support HSE entities’ audits, inspections and investigations relating to Contractor base.

  • Interface with DW Stock control to ensure proper tracking of materials and spares under Company’ custody and control, related to Contractor Base activities.
  • Procurement process in line with budget and operational requirements, and related administration/reporting/tracking.
  • Cost follow up and reporting to each DW technical entity on budget line/Call Off expenditures.
  • Proper spares management implementation by Contractor (storage, segregation, inventory, robust obsolescence management etc.) to assure operation and maintenance tasks are executed as scheduled.
  • All COMPANY owned equipment maintained properly and on schedule.
  • Interface with DW Logistics at Onne to ensure dispatch/receipt of equipment and people efficient dispatch / receipt of equipment & materials by COMPANY or Contractor at operational base.
  • Appropriate and periodic reporting to all entities concerned of status of equipment, materials, and base activities.
  • Ensure the availability, within short notice, of the specific equipment/tooling required to intervene rapidly on OML 130 subsea production facilities (XT choke, XT / Manifold SCM, XT / Manifold valves etc.)
  • Participate actively in-service quality meetings on a bi-annual basis to evaluate SPS contractors and sub-contractors’ performance reviews
  • Support the management of Life of Field contract for both Akpo and Egina towards Drilling & Wells, ECP & Field operations activities
  • Offshore Subsea Supervision for Tree on wire operations on OIMR vessel and intervention operations on Light well intervention vessels whenever the need arises
  • Actively support management of the SPS Contractor within the scope of his SERVICE responsibility and monitor Contractor to ensure that all obligations are met
  • Issue weekly equipment status and financial expenditure reports to Drilling & Wells/FOPS/ECP designated persons

Context and Environment

  • Deep water environment (up to 1600m operation water depth) on a 6th generation drillship with high daily cost exposure (~ $1.5m/day rig rate) and subsea activities on OIMR/LWI vessels
  • Works within multiple culturally and professionally transverse people.
  • Transverse activities across all disciplines within Drilling & Wells and outside (HSE, projects, logistics, Field operations, ECP etc.).

Accountabilities

  • Site HSE, inspection (QA/QC), maintenance and repair where necessary of Company equipment at Onshore base
  • Key initiator and Implementer of performance and cost improvement processes, procedures, and initiatives.
  • Zero delays to loadout plans and control of contractor base manpower priorities whenever required
  • Zero target for non-compliant tools and equipment on the rig, light well intervention & OIMR vessels
  • Timely closure of all FNCRs, QNs, SNs and troubleshooting issues regarding subsea equipment.
  • Formulate and execute solutions that will enable the larger Subsea engineering & LOF objectives to be achieved.

HSE Objectives

  • Familiarize self with Company EP emergency procedures, carry out assigned responsibilities safely and report any
  • incident, unsafe act or operation.
  • Be the champion for ‘Perfect Day’ and safety green light for Company offshore & onshore base as required
  • Support Company Audits and inspections of base and workshop facilities and rig site HSE visits.

Qualifications / Experience Required

  • Technical Degree (B.Sc.) Engineering
  • 7-10 years’ experience in Subsea production systems with QA/QC, fabrication & testing and material logistics on deep water projects and contractor management experience
  • Operational experience in subsea wells discipline (Drilling & Completions Métier).
  • Excellent team spirit and ability to work in a diverse team of professionals.
  • Individual must be adaptable and proactive, with a methodical mindset.
  • Computer skills: Good knowledge of Microsoft suite of applications
  • Fluent in English (written and spoken).
